A long-awaited report, released yesterday, accuses dams of wreaking ecological havoc, driving millions from their homes and failing to deliver on their promises of prosperity, New Scientist [18 November issue] says. Styrofoam trash from Loy Krathong night is being compressed at a recycling plant into plastic pellets which can be used again, according to the Public Cleansing Department. The recycling of trash from the festival is part of an accord between City Hall and the Thai Expand Poly Stylene Group of 30 foam manufacturers to eliminate dumping of the waste. Member companies have agreed to recycle foam on a wider basis and have started salvaging the material from the Nong Khaem dump since Monday. CommentaryThey deal while we feel the heat By Wasant Techawongtham, Deputy News Editor for Environment and Urban Affairs, Bangkok Post 10 November 2000, Bangkok Scientists have now made it painfully clear that there are costs associated with industrial development which simply cannot be ignored because they affect all nations. . . . These consequences are in large part caused by the burning of fossil fuels and deforestation, which release large quantities of carbon dioxide, a main greenhouse gas, leading to global warming. For the next two weeks starting on Monday, nations of the world will meet [the sixth Conference of the Parties, or COP-6] in The Hague, the Netherlands, to hatch some of the most complex issues involving the reduction of greenhouse gas emissions. The basic Framework Convention on Climate Change was agreed on in 1992 and further agreement on legally-binding emission reduction was achieved in the Kyoto Protocol of 1997. . . . Called the Clean Development Mechanisms (CDM), they include devices with names like joint implementations, carbon sinks and carbon trading. Danang 26 October 2000, Danang, Vietnam The central coastal city of Danang and the International Center for Solar Energy in Australia's Perth have inked a memorandum of understanding on building a small power plant utilizing renewable energy sources in a Danang village. The memorandum was signed yesterday during a Vietnam visit by a delegation from the Australian House of Representatives. Australian Ambassador Michael Mann said the memorandum manifested Australia's commitment to developing more projects using renewable energy sources in Danang's remote areas as well as to helping bring electricity to regions where the national grid did not reach. Sustainable waste disposal project24 October 2000, Vientiane, Laos A conference to discuss finding wasy for participatory and sustainable waste disposal was held on October 19, chaired by Mailao Soulivong, Head of the Urban, Rural Development of Vientiane Municipality Office. The discussion looked at ways to expand awareness in the community and readiness to participate in the first three-year sustainable waste disposal project. The conference stressed four main issues: (1) reduction of the quantity of waste; (2) increasing the income of the poor who obtain benefits from selling recyclable waste products; (3) placing importance on separate rubbish bins in public places; and (4) waste disposal as the responsibility of every person, with the eradication and comprehension of waste disposal being a state function. The conference also touched upon reducing and separating rubbish. Vientiane municipality is faced with waste problems due to its rapid economic development and urban growth. The conference was attended by representatives from the Vientiane Municipality Management Bureau, JICA, NORAD, schools, hospitals, hotels and local administrations at village level in Vientiane.
